Officer in crash not at fault

From your recent article, “Police car at fault in Oak Harbor,” I wonder how it was determined that the police officer was at fault? I thought that emergency vehicles, with sirens blaring and lights flashing, had the right-of-way at intersections regardless of the color of the traffic light.

Don’t we have an obligation to use caution at all times while driving, especially at intersections? Sometimes we don’t have the right-of-way at green traffic lights. It may be too soon to put the fault on the police officer.

An unfortunate accident, yes, but in my opinion, the real fault lies with the felon that got away.
