An Oak Harbor man drove his car to a convenience store, opened the door of a stranger’s vehicle and tried to kiss the driver, and then stole a car, leaving his own car parked and running in the parking lot, according to court documents.
A police report on the incident states that the suspect, 30-year-old Justin D. Brown, allegedly evaded officers by driving through the cemetery.
Prosecutors charged Brown in Island County Superior Court March 2 with theft of a motor vehicle, assault in the fourth degree and vehicle prowl in the second degree.
A judge in Island County Superior Court set Brown’s bail at $10,000.
On Feb. 27, a woman reported to police that a man in a black hat stole her car from the 7-Eleven store on the north end of Oak Harbor. The woman told police that she left the car running because it had a bad battery.
When she came out of the store, a man — later identified as Brown — was in the driver’s seat of her car. She yelled at him and tried to open the door as he was backing up, but he was able to drive away, according to a police report.
Another woman told police that Brown accosted her prior to stealing the car. She said he opened the door to her vehicle, grabbed her by the back of the neck and tried to pull her forward as if to kiss her, the report states.
The woman elbowed Brown and yelled at him. He apologized and then left, the report states.
Police officers were able to identify Brown from the 1990 Mazda he left behind, running with the keys in the ignition.
The stolen car was seen by multiple officers who tried to stop it; it veered through the cemetery to avoid them. The police ended the pursuit due to a new state law that limits such chases.
A few hours later, the owner of the stolen car told police she found it parked at Harbor Village Apartments. The car had blood all over it, both inside and out, and items were stolen, the report states.
Several hours later, police officers located Brown. He allegedly admitted to taking the car, trying to kiss a woman and driving away from police “in daze,” the report states.
Brown, who had injuries to his head, said he had been bleeding after he got into a physical fight with a woman who had taken the keys from him, according to the report.
