Oak Harbor student Raymond Shaffer won first place in the Individual Armed Exhibition Drill at the Northwest Drill and Rifle Conference at the Oak Harbor High School Feb 24. Oak Harbor High School’s NJROTC currently ranks the highest in its division, which consists of seven other high schools.
