Central Whidbey Island residents will have a chance to ask questions about a tax proposal that would pay for expansion of the Coupeville Public Library.

The meeting takes place Wednesday, July 30, at 6:30 p.m., at the Coupeville Library, 788 NW Alexander St.

Residents of the Coupeville School District will have two proposals to decided during the Aug. 19 primary election. The first, which requires a 50 percent majority, asks voters whether to approve a library capital facility area encompassing the entire school district. The second, which requires a 60 percent supermajority, asks voters to approve a $2.3 million bond to fund the library expansion and renovation. If approved, it would cost the homeowner of a $300,000 home and estimated $21 a year for 20 years.

Liquid asphalt delays project

Crews resurfacing a half-mile of Highway 525 near the Clinton ferry dock are on hold until a new liquid asphalt supplier can be found and a new asphalt mix is approved.

Dave Chesson, spokesman for the Washington Department of Transportation, said the current supplier, Tesoro, announced that it will no longer supply the material that was currently being used due to changes in their refinery process.

Liquid asphalt is the black, thick liquid used to bind the components of asphalt together.

WSDOT and its contractor, Krieg Construction of Oak Harbor, are working together to secure a new supplier and hope to finish the project before fall. It takes time to test and approve material from a new supplier.

Paving had started Monday and was expected to be completed by Friday, July 25. About half of the paving is complete and the road is open and smooth through the work zone.

Rangers teach the Reserve

To teach locals and tourists alike about the stories that make Ebey’s Landing National Historical Reserve, park rangers will be holding “Roam with a Ranger” events, held every day at three different locations throughout the reserve at different times throughout the day.

The first walk takes place at 10 a.m. beginning at the Ebey’s Landing kiosk. Participants will learn about the geography and history of the Reserve while enjoying stunning views of the prairie, the Puget Sound and surrounding mountains.

The noon walks starts at the prairie overlook across from Sunnyside Cemetery. The event includes a walk on the Bluff Trail, and an up-close look at the Jacob Ebey House, which is currently being restored.

The 2 p.m. walk starts at the Coupeville Wharf and includes a tour of downtown Coupeville.
