Man’s face stomped in Skate Park dispute

A 22-year-old Oak Harbor man who stomped on another man’s head at the city’s Skate Park is facing a felony charge, according to court documents. Prosecutors charged Ryan Hickey in Island County Superior Court July 27 with second-degree assault. If convicted of the charge, he could face from three to nine months in jail.

Oak Harbor police officers responded to the assault at the SE Jerome Street park just after 5 p.m. July 23. A witness said Hickey and a 20-year-old man got into an argument after Hickey accused the man of “terrorizing and insulting him,” Officer Lisa Powers wrote in her report.

Hickey kneed the man in the face and stomped on his head after the victim fell to the ground, the report indicates. A witness said the victim appeared unconscious for a period of time.

Hickey went to the police department later that evening to give his side of the story. He admitted getting mad at the victim, his former friend, for previously “calling him names.” Hickey claimed he challenged the man to a fight and attacked when the man “tried to stand up as if he was going to fight,” the report.

Hickey admitted to kneeing the man in the face and stomping on his head “no more than three times,” Powers wrote.

Hickey noticed that a family with young children had witnessed the assault, so he went over and apologized to the family. Hickey tried to help the victim sit up, but he fell onto his back, the report states. Hickey gave him his water bottle and then left the area, the report indicates.

Powers wrote that the young man had a noticeable shoe print on the side of his face. At the scene, he could not remember what happened to him and he kept repeating himself, the officer wrote. Medics transported the young man to the hospital. His father later reported that he suffered a concussion and experienced memory loss, court documents indicate.
