Minor exploited, prosecutor charges

A 33-year-old Oak Harbor man is accused of bribing and threatening an 11-year-old boy into performing sexual acts and then videotaping him, according to court documents.

Prosecutors charged Dennis Flanagan, Jr., in Island County Superior Court Dec. 18 with a single count of a sexual exploitation of a minor.

Flanagan could end up in prison and would have to register as a sex offender if convicted.

Detective Sue Quandt with the Island County Sheriff’s Office wrote that the boy reported that he engaged in sexual activity with Flanagan from 2002 until the beginning of this year, when the boy put a stop to it.

The alleged victim said Flanagan would threaten to tell the boy’s mother or would bribe him with video games.

Flanagan recorded the sexual activity on a digital camera and on a computer web camera, Quandt wrote.

Flanagan’s wife claimed she discovered photos of the boy engaged in sexual activity, as well as other images of apparent child pornography, on her husband’s computer, the report states. She handed over two disks of the images to investigators.

According to Andrea Vingo, the chief criminal prosecutor for Island County, the investigation is ongoing and could result in additional charges.
