Highway 20: Scenic view of gravel pits?

Congressman Rick Larsen and Bill Oakes, Island County Public Works director, want to establish the Whidbey Island Scenic Corridor program.

Gee, we need overlooks north of Oak Harbor to better see the abundance of gravel pits. Will there be picnic tables on the berms?
