Sexual psychopath raises alarm on Whidbey Island

A Level 3 sex offender considered to be a sexual psychopath with a predilection for women’s undergarments is known to frequent North Whidbey and the Oak Harbor area, the Island County Sheriff’s Office reported. Andrew Cyril Hanson, 57, is a transient who registered in Skagit County and must check in weekly, but he’s commonly seen in the 700 block of Bay Front Lane, as well as the city limits of Oak Harbor.

Andrew Cyril Hanson, 57, is a transient who registered in Skagit County and must check in weekly, but he’s commonly seen in the 700 block of Bay Front Lane, as well as the city limits of Oak Harbor.

Because of these visits, Island County Sheriff Mark Brown is holding a community meeting to discuss Hanson at 7 p.m. Monday, April 27, at the Oak Harbor public works meeting room.

Hanson has been deemed a Level 3 sex offender, which means he is a high risk to reoffend. Hanson was convicted of rape in the first degree in Skagit County in 1986 and was sentenced to five years in prison.

According to the sheriff’s office, Hanson was evaluated in 1989 as a sexual psychopath and a sexual sadist with a sociopathic personality. Since his release from prison, he’s committed several burglaries and has stolen women’s underwear, the sheriff’s office reported.
