A convicted sex offender moved to W. Whidbey Avenue in Oak Harbor without notifying local law enforcement, which was a violation of sex offender registration requirements.

Timothy Deffendoll-Ralph, 20, pleaded guilty in Island County Superior Court May 10 to a single count of failure to register as a sex offender.

Deffendoll-Ralph is scheduled to be sentenced July 12. Under a plea bargain, both the prosecution and defense will recommend that the judge sentence him to two months in jail.

Detective Laura Price with the Island County Sheriff’s Office said Deffendoll-Ralph is a Level I sex offender, which means he’s considered a low risk to reoffend. She said he still resides at the Oak Harbor address and is still deemed a low risk.

According to Price’s report, a detective in King County alerted her in December of 2009 that Deffendoll-Ralph had moved to Oak Harbor. Since he was a registered sex offender, he was supposed to notify the Island County Sheriff’s Office that he had moved in.

Price left Deffendoll-Ralph a voice message telling him that he had 24 hours to present himself at the sheriff’s office, but he didn’t comply.

Deffendoll-Ralph was convicted as a juvenile of the first-degree rape of a child in Pierce County on May 14, 2002. He was 12 years old.
