Prosecutors charged Jed. I. Starr, 42, in Island County Superior Court Sept. 16 with one count of incest in the first degree. If convicted of the charge, he could face up to a year and two months in prison under the standard sentencing range.

Earlier this year, the 21-year-old victim, who was living with Starr at a trailer park, asked the police for help.

The woman reported that she grew up in foster homes in California and never met her father until about five years ago. He asked her to move to Oak Harbor with his family, which she did.

Starr started having sex with her and got her pregnant, according to the report by Detective Lisa Powers-Rang with the Oak Harbor Police. The woman gave birth in 2014.

The woman said she didn’t want to continue having sex with Starr — and made it clear to him — but he was insistent and she gave in until she decided to call the police, the report states.

The victim has “mental issues,” is easy to manipulate, seeks the attention of men and “would do anything to keep them in her life,” the victim’s mother told the police.

A chromosomal analysis on the child’s DNA showed results “indicative of first degree pairing of relatives,” the report states.

DNA tests show that the probability that Starr is the victim’s father is 99.9 percent. The probability that Jed Starr is the child’s father is 99.99998 percent, the report states.

The victim has since moved out of state, according to the prosecutor’s office.
