“An Oak Harbor man who allegedly attacked an African-American man with a knife and later made racist remarks was recently charged with felony assault.David Swigart, 37, is being held on $10,000 bail after being charged in Island County Superior Court Sept. 27 with second-degree assault with a deadly weapon.The standard sentence range for second-degree assault is up to three months in jail, but the deadly weapon enhancement would add a mandatory year imprisonment to the sentence.In an offense report, Oak Harbor Police Officer Mel Lolmaugh wrote that he responded to a report of a possible fight and people carrying sticks near Blockbuster Video north just after midnight Sept. 24 .Lolmaugh wrote that he saw Swigart carrying an aluminum mop handle and walking behind another man on SW Sixth Avenue. After being told to stop several times, Swigart finally dropped the mop and gave up.The 23-year-old alleged victim told Lolmaugh that Swigart had chased him around with a large knife and a mop handle over an earlier fight involving Swigart’s daughter. The man said he was afraid that Swigart was going to kill him.Lolmaugh reviewed his police car video tape and saw Swigart throwing something into bushes on SE Sixth Avenue. He recovered a large knife from the same bush.After Swigart was arrested on suspicion of assault and brought to the city jail, a jailer said that Swigart had made several racial comments. When Lolmaugh tried to interview him, Swigart allegedly said the police are a bunch of nigger lovers. Swigart was transported to the Island County jail to prevent problems with black inmates in the Oak Harbor jail. “
