The state Forest Practices Act is not about conservation, it is about profiting from a commodity called trees, which have a very slow maturity. Landowners and the state Department of Revenue profit, but the revenue is a once-in-a-generation thing.

County Code ICC 17.04A.020 leaves the real decision on logging up to the state (84.33 and 84.34 RCW).
