A woman who accused an Oak Harbor man of raping her hundreds of times when she was a child has filed a lawsuit against him.

The woman, a King County resident, filed a complaint for damages against her former stepfather, 73-year-old Charles Ringer Jr., in Island County Superior Court Oct. 7.

The lawsuit asks for unspecified damages for intentional infliction of emotional distress, negligent infliction of emotional distress, assault and battery, and false imprisonment.

The Whidbey News-Times generally does not name victims in sexual assault cases. The woman is represented by Seattle attorney Kyle Olive and Everett attorney Jennifer Gogert.

Ringer went on trial last November for child rape in the second and third degrees; the counts were charged as domestic-violence crimes and included allegations of aggravating circumstances.

The jury deadlocked at the end of the dramatic three-week trial and the judge declared a mistrial.

Ringer has consistently denied sexually assaulting the alleged victim. He testified on his own behalf during the trial, explaining how he was the girl’s caretaker during most of her childhood while her mother was away working as a flight attendant.

Prosecutors have said they plan to go forward with another trial. In January, Chief Criminal Deputy Prosecutor Eric Ohme filed a motion to add an additional count of rape of a child in the first degree. The motion alleges that Ringer’s other daughter accused him of raping her when she was 11 years old.

The judge hasn’t ruled yet on whether the additional charge should be allowed. A hearing is scheduled Oct. 20 to set a trial date.

The complaint describes the alleged victim’s allegations, which follows her testimony from court.

She was living with her mother in Thailand when Ringer started dating her mother. He first molested her when she was 10 years old, the complaint states.

The girl’s mother married Ringer and the family moved to his home on North Whidbey. He continued to molest and rape her hundreds of times until after she tried to commit suicide and then left home when she was 15, the complaint states.

Ringer allegedly threatened that the victim would “ruin the family” if she told anyone, the complaint states.

“(She) was concerned about telling her mother about the abuse because her mother often cried about riots and bombings that were occurring in Thailand,” the complaint states. “(She) was afraid that she might cause she and her mother to be sent back to Thailand.”

The complaint also accuses Ringer of confining the girl in a “crawl space” at the home.

The woman suffered “physical injuries, emotional and mental distress, PTSD, humiliation, embarrassment, reduction in the ability to enjoy life and family interactions, and pain and suffering.”
