A 44-year-old Edmonds woman who told a police officer that she came to Oak Harbor last July 8 to kill someone pleaded guilty to a disorderly conduct by way of an Alford’s plea, according to court documents.

On March 18, Island County Superior Court Judge Alan Hancock sentenced Jena Brooks to 90 days in jail with 70 days suspended. Brooks can do the 20 days with electronic home monitoring, if it’s available to her in Edmonds.

An Alford’s plea means that Brooks concedes that the prosecution has enough evidence to convict her, but she’s not admitting her guilt.

Officer Larry Ferguson wrote in his report that an employee at Mi Pueblo restaurant called the police just before noon because he was worried that Brooks, who seemed intoxicated, would drive.

The employee also said the woman, who turned out to be Brooks, passed out at a table, then woke up and said she was in Oak Harbor to kill someone.

Ferguson found Brooks walking her dog in City Beach Park. He detained her for walking the dog without a leash. She repeated to the officer that she was “here to kill someone” and “that’s for you to find out.”

Ferguson checked her record and found that she had a restraining order out against a 44-year-old Oak Harbor man, but no warrants in Edmonds. But since the woman didn’t seem intoxicated, he let her go with a warning about the dog.

Ferguson wrote that he went and checked the woman’s car; he saw a golf club on her passenger seat. At that point, Ferguson was informed that Briar Police Department had a warrant out on Brooks for “threats to kill.”

The officer found Brooks again and took her into custody, but she resisted. She kicked at the inside of the police car and swore at Ferguson. At the police department, she refused to get out of the car and had to be pulled out.

When officers placed her on the floor, she kicked Ferguson in the face, the report states.

But after all that, officials at the Briar Police Department told Oak Harbor police that they couldn’t pick up Brooks. They said to let her go and they would cite her later.
