Woman accused of threatening to kill, eat dog

A South Whidbey woman is accused of threatening to harm a teenager, licking blood from her fingers in a menacing manner, displaying a knife and repeatedly threatening to kill and eat a neighbor’s dog on Aug. 5, according to court documents.

Prosecutors charged Michelle D. Norman, 51, in Island County Superior Court Aug. 6 with felony harassment and unlawful display of a weapon.

The unusual investigation began when Norman reported to law enforcement that a neighbor’s dog came onto her property and was aggressive toward her. Deputies with the Island County Sheriff’s Office responded and spoke with Norman, who admitted she told children who were playing with the dog that she would “slice it up and cook it for dinner” if it went on her property again, a deputy’s report states.

Norman was “agitated and argumentative,” the deputy wrote, and loudly swore at him and continually cut him off from speaking.

Later that day, Norman called the police again and demanded that the children’s mother be arrested for trespassing for coming to Norman’s apartment in an attempt to speak with her about the earlier incident.

In addition, a 16-year-old boy contacted deputies and reported that Norman had walked down to his home, where he and other children were playing outside. She stopped, stared at the boy and then started to lick her hands, which were covered in blood, the report states.

A deputy re-contacted Norman, who had blood on her hands, the report states. She became angry and “stormed away” when the deputy said he wasn’t going to arrest the 16-year-old boy.

“A bit later,” the deputy received a report that Norman had approached the boy’s yard, swinging a knife or a sword and told the children that “dog would taste so good for dinner,” the deputy wrote.
