Perhaps the most closely watched race was that between incumbent Philip Williamson and challenger Roxallanne Kelly Medley for the Position 5 seat on Coupeville’s Town Council. In the end, Williamson held on by the slimmest of margins, collecting 250 votes to Medley’s 229.

Votes from the Nov. 6 election were certified official on Wednesday by the Island County Auditor Suzanne Sinclair.

In Admirals Cove Water District, where a recent state audit has created a continuous stream of allegation and controversy, embattled incumbent Adel Saba defeated challenger Michael Shannon for Commissioner’s Position 1. The final count was 127 for Saba to Shannon’s 108. Saba’s political ally, former Admirals Cove Beach Club president Sid Iverson, beat incumbent Howard Duncan by 152 to 82.

Just over 58 percent of Island County voters supported Initiative 747, which easily passed statewide. The initiative limits property tax increases to 1 percent a year unless a greater percentage in approved by the voters in an election. In the county there were 11,780 votes in favor and 8,293 votes against.

There was even greater support for Initiative 733, which adds extra sales tax to cigarettes to help pay for low-income health programs. The initiative also passed statewide. The Island County Auditor’s Office tallied 13,394 “yes” votes and 6,702 “no” votes.

In other races, Robert Clay will keep his Position 2 Coupeville town council seat after defeating former town mayor E. M. Spromberg by 375 to 69. Incumbent Frank Tippets was unchallenged.

In Oak Harbor, the closest election was between incumbent Richard Davis and challenger Patricia Gardner. Davis held onto his seat by a vote of 1,433 to 1,042. In the contest for John LaFond’s council position — which he is retiring from at the end of the year — former city employee Eric Gerber defeated former Navy public affairs officer Howard Thomas by 1,497 to 1,069 votes. Incumbents Nora O’Connell-Balda, Sheilah Crider and Danny Paggao were unchallenged.

There was little excitement in the school board races. In Oak Harbor, incumbent school board member Gary Wallin beat John Bartlett 4,125 to 1,631. Kathy Chalfant was unchallenged for position 4.

The incumbent also came out on top in the Coupeville school district race. The final count was 1,515 for incumbent Mitchell Howard and 756 for challenger Brian Montana. Donald Sherman and Deborah Turner were not challenged.

In the race for commissioner of Fire Protection District 2, which covers North Whidbey outside of Oak Harbor, Ronald Muzzall defeated incumbent Kenneth Buehn by 2,92 to 1,474. In the Central Whidbey Fire District commissioner race, Cheryl Engle beat Charles “Curly” Charleton by 1,208 by 987.

In total, 20,496 ballots were counted in Island County.
