Deputies are asking the public for help finding a drug court attendee who allegedly cut off his electronic home monitoring bracelet on March 9, according to the Island County Sheriff’s Office.

Christopher “CJ” Allen is described as a 31-year-old white male who is 5-foot-10 and has brown hair and hazel eyes. The sheriff’s office reported that he cut off his GPS monitoring bracelet in Coupeville but was last living in the Oak Harbor area. He also has ties to South Whidbey.

Allen is participating in drug court after being charged with burglary for going into a relative’s home in violation of a court order. Adult drug court is one of several therapeutic courts described in state law. It allows for charges to be dismissed against a non-violent offender if he or she successfully completes a treatment program that includes close monitoring.

Allen was on electronic home monitoring under a previous drug court order. The judge sanctioned him during a March 9 hearing in response to a urinary analysis testing positive for drugs, according to court documents. As a sanction, the judge revoked his electronic home monitoring and ordered a 14-day jail sentence, according to the prosecutor’s office.

Allen was supposed to turn himself in to jail immediately but did not show up.

Allen’s struggles with substance abuse are documented in drug court records over the last two years. He has been clean and sober for many months at a time, was working on getting his GED and went to job interviews, but he’s also had setbacks.

An arrest warrant may be issued on Allen if he doesn’t show up for a drug court hearing March 16.
