Sought on warrants, man allegedly continued to stalk ex-girlfriend

A 31-year-old man continued to stalk his ex-girlfriend in Oak Harbor even though he was wanted on a $75,000 arrest warrant out of Island County Superior Court and a $20,000 warrant from Skagit County, where he is accused of kidnapping the woman, according to court documents.

Jesus M. Angel is now being held in jail on $275,000 bail on a third case.

Angel threatened to kill his ex-girlfriend and her father and also to shoot it out with the police, but in the end he was taken into custody without incident Feb. 19, the police report states.

Prosecutors charged him in Island County Superior Court Feb. 24 with stalking, residential burglary, two counts of felony harassment, misdemeanor violation of a court order and felony violation of a court order. All the charges except one count of felony harassment were charged as domestic violence crimes.

Angel is barred by several court orders from having contact with his ex-girlfriend.

On Feb. 19, the woman reported to police that Angel had entered her apartment while she was gone and smashed a TV and a mirror, cut cords to a microwave and phones, and sliced several bottles of shampoo in half.

In a subsequent phone conversation with Angel, he told her he could see that she was at work and he threatened to kill her and her father, the police report states.

The woman was driving north on State Highway 20 later that day and Jesus followed her, waving for her to pull over. When she didn’t, he cut her off and forced her to pull over, the report states.

The woman rolled down her window and Angel grabbed her hair and started punching her. She started to drive away and rolled up the window; he broke the window and started hitting her in the head, the report states. She drove to the Oak Harbor Police Department.

Detectives later found the glass and tire prints on the side of the road.

Officers drove around North Whidbey in search of Angel and found him on Barron Drive.

The series of violent incidents began when the woman obtained a protection order against Angel on Dec. 20. Two days later, he let himself into her home in the middle of the night, said the courts couldn’t keep him away and stole her phone, court documents states.

On Dec. 30, Angel walked up to her at the Walmart and tried to talk to her. On Dec. 31, Angel called her, asking who she was dating, yelling at her and threatening that he had someone watching her home, a police report states.

On. Jan. 10, the woman reported to police that she was driving in Mount Vernon when she saw Angel drive past her. He did a U-turn and pursued her before “boxing her in” with his car, a police report on the case states.

Angel opened her car door, reached in and took her keys. He yelled at her to get out of the car. When she refused, he punched and slapped her in the face until she began to bleed, the report states.

Fearing more violence, the woman got into Angel’s car and he refused to let her leave, threatening to assault her further.

After about an hour, Angel let her leave after she promised to call him later.

Later that day, the woman called 911 to report that Angel showed up at the residence she had been staying at in Mount Vernon. Police responded and arrested Angel; a plastic bag of suspected methamphetamine was found with him, the officer wrote.

Prosecutors charged Angel in Skagit County Superior Court with kidnapping in the first degree, assault in the fourth degree, violation of a no-contact order and assault in violation of a protection order. The judge his bail at $20,000, which he posted and was released.

On Jan. 17, a judge in Island County Superior Court approved the $75,000 warrant for his arrest. He was charged with stalking, violation of a no-contact order and theft in that case.
