A convicted child molester is accused of living in Oak Harbor without properly registering as a sex offender, according to court documents.

Prosecutors charged Bryan J. Parent in Island County Superior Court Nov. 1 with failure to register as a sex offender. The charge is a felony because he was previously convicted of failing to register.

Detective Chris Peabody with the Island County Sheriff’s Office contacted Parent several times this year in Oak Harbor and warned him that he needed to register as a sex offender in the county. Parent repeatedly told the detective that he no longer needed to register, but Peabody told him he needed to go to the sheriff’s office and either register or provide proof that he no longer needed to.

Parent, however, repeatedly failed to go to the sheriff’s office, the report states.

Parent had been registered in King County, where he previously lived, but was listed as “active-absconded,” according to the detective’s report. In 1990, he was convicted of child molestation in the first degree in Kitsap County and is required to register as a sex offender for his lifetime, the report indicates.

In October, a resident reported that Parent had been living at an apartment on North Oak Harbor Street without registering. The detective warned him once again to register, but Parent was arrested when he again failed to do so.

On Oct. 28, a judge in Island County Superior Court ordered Parent held in jail on $20,000 bail.

In 2013, Parent was arrested in Oak Harbor when he impersonated a federal agent and breaking into two rooms at a hotel, court records show.

Parent has been convicted of eight felonies, including the child molestation and a previous felony failure to register as a sex offender.
