The Island County Planning Commission is reviewing a comprehensive plan amendment that tweaks the zoning of the Greenbank Farm.

The Port of Coupeville, which owns and oversees the farm, is trying to change the zoning of strips of property on either side of Wonn Road from commercial to agricultural land.

Despite changing the zoning, the possibility of a park-and-ride lot would still be allowed on the property.

“It does not mean there is going to be a park-and-ride lot there,” said Tim McDonald, the incoming Port of Coupeville executive director. He starts his position Dec. 1.

The zoning change is needed because the Port of Coupeville relinquished the development rights on the two strips of land as part of a conservation easement.

That easement was funded by $335,000 worth of Island County Conservation Futures unds.

The Island County Planning Commission started considering the comprehensive plan amendment Nov. 19, but the public hearing was continued until Dec. 10. Island County Planning Director David Wechner said in an email that port officials didn’t attend the public meeting last week.

The planning commission decided to continue the hearing to allow more time and to hear from the Port of Coupeville.

Once the Island County Planning Commission makes a recommendation, it goes to the Board of Island County Commissioners for a decision.

Wechner said he hopes the comprehensive plan amendment will appear on the commissioners’ Dec. 23 agenda.
