Oak Harbor police seeking information about suspected serial child rapist

An Oak Harbor man admitted to being “a serial child rapist,” Island County Chief Criminal Prosecutor Eric Ohme said in court Thursday.

Oak Harbor police are asking anyone who may have information related to the case or about other possible victims to call Detective Lisa Powers-Rang at 360-279-4648.

On Thursday, Judge Vickie Churchill found probable cause to hold the suspect, 23-year-old Rafael Bowzer, on suspicions of three counts of third-degree child rape and one count of communicating with a minor for immoral purposes.

Churchill set his bail at $100,000.

Ohme said Bowzer may also face additional charges.

According to Powers-Rang’s report, the father of a teenager girl reported to police July 9 that his daughter and her 15-year-old friend were leaving in a car with Bowzer. The police stopped them and questioned why he was hanging out with underaged girls.

Later, the police analyzed the younger girl’s phone and found Bowzer had sent her sexually suggestive texts.

Detectives later contacted Bowzer and he allegedly admitted to detectives that he had sex with a series of underaged girls.

One of the alleged victims told police there may be dozens of victims.

Ohme said Bowzer is homeless and living out of his car.
