Oak Harbor man arrested for threats, claims laser aimed at his genitals

An Oak Harbor man was arrested for exposing himself to a family and threatening to kill his neighbor after accusing the man of burning his penis with a laser, according to court documents.

Prosecutors charged the suspect, Steven M. Burrows, 33, in Island County Superior Court June 18 with indecent exposure and harassment — threats to kill. He pleaded not guilty Monday.

On June 17, a judge ordered that Burrows be held in jail in lieu of $25,000 bail.

A resident of Hastie Lake Road called 911 on June 16 to report the incident.

The man reported that Burrows came over to the house and accused the family of burning his genitals with a laser of unknown origin. The man told Burrows to leave the property, but he refused.

During the dispute, Burrows exposed his penis and told the man “to look at what he has done,” the report states. The resident’s wife and daughter were also in the residence.

The man told his wife to call the police.

Burrows threatened to kill the man if he called police. Burrows then drove away, the report states.

The resident said the incident was the second time Burrows accused him of “shining lasers at him and burning his penis and making it bleed,” the deputy wrote.

Deputies found Burrows at his home. He told them that his neighbors were “using WiFi and lasers to infiltrate his home and make threats to him and his mother,” the report states.

Burrows denied exposing himself. He told the deputies that he was “just having a conversation” with the neighbor, the report states.

The deputies arrested Burrows, who briefly resisted and yelled for the deputies to tase him, according to the report.

The deputy recommended that Burrows be held on bail because he threatened his own “martial law” when he is released, court documents state.
