“A 23-year-old Oak Harbor man who twice sold methamphetamine to an undercover federal investigator in the city will be spending over a year behind bars.Alveno O’Brien pleaded guilty to conspiracy to deliver controlled substances, methamphetamine, in Island County Superior Court Aug. 11. He was originally charged with two counts of possession with intent to deliver, methamphetamine, but pleaded guilty to the lesser charge as part of a plea bargain. Possession with intent to deliver carries a standard range of three to four years in prison.As part of the plea bargain, O’Brien agreed to an exceptional sentence of one year and one day of imprisonment. That’s one day over the standard range for conspiracy to deliver.O’Brien was also ordered to pay $2,127 in fines and fees.O’Brien was arrested during a four-month joint drug operation between the Oak Harbor Police Department and the Naval Criminal Investigative Service early this year. His criminal history includes a 1998 conviction for taking a motor vehicle without permission and a 1999 conviction for the unlawful possession of a firearm. “
