Man convicted for child porn charged with rape of a child

A former Oak Harbor resident convicted of possessing child pornography eight years ago is facing new sex-crime charges in Island County Superior Court.

Prosecutors charged 44-year-old Dennis M. McCoy of Seminole, Fla., in Island County Superior Court Dec. 12 with rape of a child in the first degree, voyeurism in the first degree and communicating with a minor for immoral purposes.

A special agent with the Naval Criminal Investigative Service investigated the case last year after a girl disclosed that McCoy sexually abused her in Oak Harbor 10 years ago, when she was under 12 years old, the agent’s report states.

The girl said McCoy, who was a friend of the family, molested her on three occasions; in addition, she said McCoy showed her child pornography and watched her shower, the agent wrote.

In an interview with the agent, McCoy denied touching the girl inappropriately and described the 12-year-old as “annoying, intrusive, flirtatious,” the report states.

McCoy was charged in 2010 with possessing child porn and convicted the following year. NCIS investigated him after Immigration and Customs Enforcement discovered he had purchased child porn from a Russian website.

McCoy received an eight-month jail sentence.

In the new case, McCoy could face more than 20 years in prison if convicted of the charges, court records show.
