The JAB consists of 19 members representing the lodging industry, tourism organizations and elected officials from the county and incorporated cities of Whidbey Island.

The JAB meets at 11 a.m. on the first Thursday of each month. Meetings normally run for about two hours and the location alternates between Freeland and Oak Harbor.

In 2000, the county, Oak Harbor, Langley and Coupeville entered into an Interlocal Agreement for joint and cooperative action to promote tourism. The Joint Administration Board was created to administer the terms of the Interlocal Agreement including considering expenditures from the “County-Cities/Town Tourism Fund” and analyzing the extent to which the proposed expenditures will increase tourism and the extent to which the proposal will affect the long-term stability of the fund. The fund is supported through a 2 percent excise tax on lodging.
