One of the first things I learned in boot camp was the hat comes off as you pass the threshold going into a building and the hat goes on when you pass the threshold coming out of a building.
They were teaching us to be gentlemen. Nothing more. Courtesy simple as that, not to mention what you look like sitting there with a hat on. This applies to all public buildings including restaurants.
It has nothing to do wit the Constitution, the Bill of Rights, government intervention, freedom of this, that or anything. Do not make it a political football or try to force your will over the society and culture we live in. Unless you are trying to be a troublemaker, it only proves that you are not a gentleman!
As for the council meeting itself, the terms “parliamentary procedures and council rules” were used. Not just the meeting process, but also the subjects to be discussed should be listed or posted before hand for those who wish to attend.
Trying to change the subject is not freedom of speech, it is irresponsible and used by people who want to confuse, disrupt and make trouble. If you want freedom of speech or to change the subject, go start your own meeting someplace else. If you do not understand, you should be escorted out!
