Slow down only when children are present

Heller Road, near the high school stadium and Hillcrest Elementary, has a speed zone of 20 mph during the house of 7 a.m. to 4 p.m. During most of the school day, there are no children present. I noticed that in Coupeville, on S. Main Street near Coupeville Elementary, the speed limit signs have, “When Children Are Present,” attached.

Heller Road is a busy thoroughfare during the day. Would it be too much to ask the city father to place “When Children Are Present” signs along Heller Road? Or is it just a revenue maker for the city?
