The Discover Pass is a poor attempt to tie together three separate agencies under one rule of law, and it does not work.

I have issues with the following:

1. My choice of recreation on state lands is to use Department of Natural Resources (DNR) land to ride off-road motorcycles and to participate in dual sport riding of motorcycles (dual sport motorcycles are street legal motorcycles that can be operated off road).

2. I am treated like a second class citizen by two of the three state departments, the DNR and the Washington Department of Fish and Wildlife (WDFL).

The state parks department recognizes me as a Disabled American Veteran while the DNR and the WDFW do not.

3. I have no say in how “my” Discover Pass money is spent. I don’t recreate on WDFW or state parks land, I should have a say as to who gets the lion’s share of my money.

I ride a street legal dual sport motorcycle. According to state law I have to have to have it plated in order to operate it on public roads. I also have to have an Off Road Vehicle (ORV) tab in order to operate it off road. Now I will have to have a Discover Pass in order to operate it on state parks, WDFW and DNR lands.

According to the WDFW, a WDFW hunting license or fishing license will get you on to WDFW lands without having to purchase a Discover Pass.

According to the State Parks Department a receipt for a campground at a state park will get you onto state parks land without having to purchase a Discover Pass.

So please tell me why my ORV tab is not treated the same way?

I paid for the ORV tab in order to operate my street legal dual sport motorcycle on DNR lands.

It should be treaded the same as an ORV vehicle, the ORV tab gets you onto DNR lands without having to purchase a Discover Pass.

And, like the other agencies’ licenses and receipts, I cannot operate my street legal dual sport motorcycle on DWFW and State Parks lands without first having a Discover Pass.
