Sex offender registers to live on North Whidbey

A man who took hostages and sexually assaulted them in Iowa nearly 40 years ago is moving to North Whidbey.

The Island County Sheriff’s Office categorized a Harry B. Frink, Jr., 59, as a Level 2 sex offender, which means he is considered a moderate risk to reoffend.

Frink is not wanted by police but must register with the sheriff’s office in the county where he resides.

Frink will be living in the 4900 block of Deception Circle, the sheriff’s office reported. He is described as a white man, 6-foot-5, 210 pounds, with blue eyes and brown hair.

Frink was 21 years old when he went to a hardware store and asked the store clerk for a large knife from a display case. He then took the female clerk hostage and went to the back office. He ordered another clerk to lock the front door, but the employee escaped and alerted the police.

Frink demanded to speak with his sister.

When his sister arrived he managed to also take her hostage. He sexually assaulted both his sister and the clerk, according to the sheriff’s office.

The police rescued both women and arrested Frink.

Frink was convicted of two counts of sexual abuse and two counts of kidnapping.

He was sentenced to 38 years in prison.
