Sex offender moving into Oak Harbor

A Level 2 sex offender will be living on the 700 block of Southwest Sixth Avenue in Oak Harbor, according to the Island County Sheriff’s Office.
David Lee Ruff, 33, is considered to be a moderate risk of reoffending. He is a white man, 6-foot-2, 250 pounds, with brown hair. He is not wanted by the police.
Ruff was convicted of sexually assaulting girls.
In 2002, Ruff was living in Kansas and assaulted a 13-year-old girl. He was convicted of aggravated indecent liberties with a child.
Last year, Ruff pleaded guilty in Cowlitz County to second-degree assault for sexually assaulting a 6-year-old girl.
Ruff was also convicted of failing to register as a sex offender in Cowlitz County.
The risk classification is based on Ruff’s history and other assessments. He is required to register with the sheriff’s office in the county of his residence for life or until relieved by the court of the duty to do so. Ruff is in community custody through the state Department of Corrections.
