M. Reed Hopper: 1951-2017

M. Reed Hopper, a resident of Oak Harbor, passed away unexpectedly at home on Dec. 24, 2017. He is survived by his wife of 42 years, Cathleen; his children Alan, Anna and Joseph; and six grandchildren.

Reed was an active member of the Church of Jesus Christ of Latter-day Saints. He completed a two-year mission in Germany when he was a young man and served in multiple church teaching and leadership capacities throughout his life.

Reed was an environmental protection officer in the U.S. Coast Guard. He graduated from University of California-Davis and McGeorge School of Law at the University of the Pacific.

For 27 years, Reed dedicated his life to protecting property rights as an attorney with the Pacific Legal Foundation (PLF).

At PLF, Reed litigated precedent setting environmental and land use cases at all level of the state and federal courts.

He argued and won two landmark Clean Water Act Cases in the U.S. Supreme Court and was the supervising attorney in a third case. In recognition of his experience, Reed spoke at many conferences and testified in Congress on numerous occasions as an expert witness on the Clean Water Act and Endangered Species Act.

Reed was a loving son, brother, husband, father and grandfather. He was an avid reader and enjoyed a lifelong love of learning. He spent his life in the service of others and will be missed by his family, friends and all who knew him.

Funeral services were held on Friday, Jan. 5, 2018. Interment took place at Sunnyside Cemetery in Coupeville. Arrangements entrusted to Wallin Funeral Home, Oak Harbor.
