Navy seeks land control?

Why should the Navy be worried about their planes crashing? If they are the best trained pilots and better pilots than commercial pilots then why don’t airports have the same type of land use restrictions that the Navy has? Airports have more aircraft landing and departing -- much more in one day than the Navy has in one month. Does the Navy want to control the island for their own use?
