Safety: Winter walkers wear reflectors

I live on South Whidbey and commute to the ferry each morning and evening. So many times I see runners or kids along the side of the road, or even the highway, without any protection in the dark. Would it be possible to have a public announcement on the front page to bring attention to the fact that if they wear reflective vests, tape or lights of some kind they will at least be seen by vehicles traveling at 40 to 55 mph and have a greater chance of a long and happy life.

Also if there is black ice on the roads, there is little chance of them not being hit if a vehicle is out of control. It may be wise not to go running in these conditions.
