County money: Why make up shortfall?

While believing the Island District Economic Development Council to be a dues paying membership group only, not directly associated with Island County government, I find myself compelled to ask the following question:

Why does the Island District Economic Council feel that Island County government is obligated to make up for their 2003 budget shortfall?
