Haugen using State Patrol?

Something has been bothering me for the last couple of weeks; perhaps your readers can help with some answers.

In the Fourth of July parade in Oak Harbor, Mary Margaret Haugen’s entry was accompanied by a Washington State Patrol vehicle, giving the impression that an elected official is using taxpayer funded resources to campaign for office.

Is that legal? Is Sen. Haugen doing something wrong, or just appearing to be doing something wrong? We don’t know.
