Please answer traffic questions

I would like a reply to this letter from a law enforcement officer.

I want to know if it’s against the law for people to pass on the right side. I have many times been passed on the right on the turnout lanes on Highway 20 between Oak Harbor and Coupeville when I am going the speed limit.

Also, who has the right-of-way on the merging lane coming out of Oak Harbor at the Walmart stoplight? I have been almost hit by people cutting in.

In addition, what is the ticket for breaking the law on these two issues?
