Port seeking firm to draft comp plan

Port of Coupeville is looking to hire a professional consultant to prepare its 10-year comprehensive plan.

The port said it anticipates the job will cost as much as $30,000.

A request for qualifications was posted on the port’s website Jan. 11. The deadline for bids is Feb. 3. The request is for consultant services for preparations of a comprehensive scheme and strategic plan for 2017-27.

“There are many firms out there that have the expertise that we don’t have on our staff,” said Jan-Marc Jouas, interim executive director for the port.

Community participation in the development of the comprehensive plan will be part of the process.

The port’s current comprehensive plan was drafted in 2007.

The document is supposed to be reviewed every two years, but it hasn’t been reviewed since 2010, according to Jouas.

The scope of services being sought include the following:

• Preparation of a new port comprehensive scheme of harbor improvements to guide the current and future use and development of port properties and facilities. The scheme should address current conditions, recommend investment projects and propose policy initiatives;

• Preparation of a new strategic plan that will encompass a new vision for the port, overarching goals, and supporting objectives. The vision, goals and objectives will guide the port’s future actions, prioritization of resources and capital investments, and;

• Community outreach and conducting public meetings.

The selected firm would help the port assemble a citizen advisory committee to work along staff.
