Man charged with failure to roof

"A 34-year-old Bellingham man who owns a roofing company is facing a felony theft charge for allegedly accepting money for a roofing job and then never doing the job.Steven Whitten was charged with second-degree theft in Island County Superior Court May 24. He was arraigned June 23 and his trial is set for Sept. 19.According to the certification of probable cause written by Oak Harbor Detective Jerry Baker, a local woman talked to Whitten about re-roofing her Oak Harbor home back in May of 1999. Whitten allegedly gave the homeowner a written bid of $1,300 and asked for half the money up front. She wrote out a check for $650, in his wife's name, and he allegedly cashed it the same day.But a year later, the woman said Whitten still hasn't re-roofed her house."
