Growler noise abatement would be helpful in stealthy missions

As a former naval flight officer, I understand and support requirements to properly train pilots and aircrews.

That having been said, I have a question for the Navy:

First, why is it necessary to base such a high percentage of the Growler force at Naval Air Station Whidbey Island?

It is my understanding that the aircraft manufacturers proposed noise abatement capabilities in the Growler that were rejected by the Navy. It seems to me that noise abatement would be helpful in stealthy combat missions.
