The inaugural SKAGIT RIVER SALMON FESTIVAL celebrating diverse partnerships between local, state and federal governments, Tribal communities, businesses and nonprofits is set for 10 a.m. to 5 p.m. Saturday, Sept. 15 at Edgewater Park in Mount Vernon.
